JAC seeks resignation of CM

ITANAGAR, Oct 14: The Joint Action Committee Arunachal Pradesh today wrote to Governor and placed a four point memorandum including demand of resignation of Chief Minister Nabam Tuki on moral ground claiming that he has set wrong trend by putting pressure on MLAs Wanglam Sawin and Gabriel D Wangsu to sign signature letter forcefully.

“The manner in which Chief Minister is dealing with current imbroglio is highly questionable. He is trying to cling on to Chief Minister’s post and may misuse state exchequer in this regard,” the JAC stated.

Committee has also called for action against Speaker of the Legislative Assembly for violating laid down constitutional provision.  Further, they have demanded immediate resignation of Nabam Rebia from the post of Speaker Legislative Assembly. The other two demands include withholding of the recommendation for dropping of the cabinet ministers and ordering of judicial Inquiry on dismissal of MLAs. The committee claimed that move to drop four ministers without giving any credible justification is wrong.

 

Chindang greetings from Governor & CM

ITANAGAR, Oct 14: The Governor of Arunachal Pradesh JP Rajkhowa and Chief Minister Nabam Tuki have extended heartiest greetings and good wishes to the people of the State on the auspicious occasion of Chindang Festival of Sajalong (Miji) tribe.

Governor expressed the hope that the festivity will invoke blessings from the reverent deities for bumper harvests and prosperity.

In his message to the people on the occasion, the Governor said that the festivals and the right rituals are the key dimensions of human culture.

The Governor wished that members of the community join hands together with rest of the people in carrying forward their vibrant customs and traditions.

Chief Minister expressed hope the celebration would foster peace, communal harmony and a bumper harvest for all.

Joining the Sajalong community in celebration of the agricultural festival, the Chief Minister said that it is time for to rejoice and celebrate the diversity of the state.

While indigenous festivals link us to our roots, let us accept the changes of development and give our bit to the prosperity of the state,” the Chief Minister appealed in a festival message here this evening.

 

Young Tawang boy in Himachal Pradesh

TAWANG, Oct 14: Tawang MLA and Arunachal Pradesh State Pollution Control Board Chairman Tsering Tashi assisted by his team and Delhi Assistant Resident Commissioner Jigmey Chhoten have helped release a child from an orphanage in Himachal Pradesh.

The officials of Himachal Pradesh dropped the boy namely Tashi Tsering, son of Pema Yangchin of New Lebrang village of Tawang at the national capital today, wherein he was received by the MLA, ARC and officials.

He will be brought to Guwahati tomorrow and then to Tawang. (Tawang Vigilance)

 

Promote the legacy and the works

of Dr. Kalam: Governor

ITANAGAR, Oct 14: Governor of Arunachal Pradesh JP Rajkhowa greeted the people of the state on the 84th birth anniversary of Bharat Ratna Dr. APJ Abdul Kalam and  wished that the occasion will promote the legacy and the works of Dr. Kalam and inspire and ignite young minds to serve the cause of the nation in the years to come.

In his message, the Governor said that an eminent scientist of international repute, Dr. Kalam in his capacity as the Director of the Defence Research Development Organisation (DRDO), made extra-ordinary contribution to the growth and development of Rocketry Missiles and Space Technology. The former President of India reposed tremendous faith in the children and youth of the country and closely interacted with and always reached up to them, for which he was known as the ‘Peoples’ President’.

“I wish that this momentous occasion motivate us towards preservation and protection of our treasured flora and fauna and at the same time encourage scientific temperament amongst the young people,” the Governor said.

Chief Minister Nabam Tuki also remembered Bharat Ratna Dr. APJ Abdul Kalam on his 84th Birth anniversary. In his message, Tuki said that the people’s president is missed on his birthday. The extra-ordinary man who made India a super power is an inspiration to young minds to emulate his steps, he said.

 

Farmers trained on banana plantation

ROING, Oct 14: The department of Horticulture under Saansad Aadarsh Gram Yojana (SAGY) organized a training for farmers at Kera-aa Ati village under Mayu-II GP here today, wherein the farmers were given training on banana plantation along with its aftercare.

District Horticulture Officer Bullo Tama while encouraging the villagers to make good use of the abundant land at their disposal, told them to use horticulture as a source of income and self-sustenance.

Horticulture Development Officer Rakmin Sora informed that the banana saplings used for the training is tissue cultured and is known as Musa Paradisca (Jahaji).

Charge Officer of SAGY DPO M.Dirchi, ASM Mayu-II Misa Linggi and staff of the horticulture department were also present at the training.

 

AAPETA memo to govt

ITANAGAR, Oct 14: The All Arunachal Pradesh Elementary Teachers Association (AAPETA) has submitted a 3-point memorandum to the Chief Secretary. Their demands are immediate handing over of the charge of Director Elementary Education (DEE) to the senior most Joint Director of Elementary Education, cancellation of advertisement for the post of TGT and AT and disqualification of the candidates who had submitted various degrees from institutes like CMJ, BSP & NBSP as per Gauhati High Court verdict. The association has sought early action into the demands put up by them.

 

Orientation-cum-training held

ITANAGAR, Oct 14:  A day-long orientation-cum-training programme of Residential Special Training centres (RSTC) under SSA intervention project was held in Government Primary School, Lebia under Parsi Parlo block of Kurung Kumey district on Friday.

Speaking on the occasion, Kurung Kumey DDSE Tai Tach said that free and compulsory education for every child is an essential part of inclusive education and assured all possible assistance from the department.

District Project Coordinator, Nangbia Rima, members of BRCC, CRCC of Parsi Parlo education block and teachers attended the programme.

 

Awareness camp on livestock farming and insurance scheme

SEPPA, Oct 14: Series of awareness camps on Livestock farming, its management and National Livestock Insurance Scheme were held at Pampoli, Wessang, Sangrikwa, Mebua and Pachi from October 10  last, organised by the Department of AH & Veterinary  under ATMA & NLM  supervised by DVO,  Dr. Magen Modi.

More than 50 farmers participated in each camp along with their respective ASMs and GBs. The farmers appreciated the Department for organising such awareness camps and asked to continue the awareness camps in future also.

Dr. Dari Tallang, SVO demonstrated Micro chipping in Mithun and its uses and advantages. He also highlighted about National Livestock Insurance Scheme, its benefits under NLM and exhorted them to avail the facilities of insuring the livestock.

Dr. Likha Rinia, SVO, explained & highlighted the livestock disease which causes economic loses to the farmers while Dr. S K Bhooyaan, SVO, highlighted about the Dairy Farming, its management and economic importance of milk, its role in daily diets.

Dr. Praag Bhooyaan, SVO, highlighted the basic necessity of first-aid and  importance of vaccination  in the livestock to prevent outbreak of diseases like FMD, HS, SF, RD, Rabies which causes economic loses to the farmers.

 

DC caution drugs peddlers, addicts

ITANAGAR, Oct 14:  Dibang Valley Deputy Commissioner cautioned the drugs peddlers and addicts either to stop or face serious legal actions.

Addressing the public in awareness campaign on drugs abuse, alcoholism, girl child education, power and function of school management committees (SMCs) at Italin organized by District SSA Mission, the Deputy Commissioner asked those involved in supplying of drugs to refrain from the illegal acts before the administration swung into action against illegal opium and drugs peddling and cultivation. The administration will give a chance to the drugs suppliers and addicts to correct themselves, the DC said while further cautioning them that sudden house to house raids will be conducted in case of any suspicions.

Tamune Miso appealed to all to extend their full cooperation to the authorities including all the stakeholders, like SMCs, PRIs, parents and teachers in making the district drugs free.

State coordinator SC/ST, Neelom Siram also participated in the programme.

Dibang Valley ZPC Singhe Mili who chaired the campaign appreciated the initiative of the Deputy Commissioner and appealed to each and every one to say “No To Drugs” and pass the message to one and all in the district.

A similar awareness campaign was also conducted at Arzo on the same day.

 

Circle level sports competition

DAPORIJO, Oct 14: The Arunachal Vikas Parishad (AVP)’s circle level sports competition for Daporijo block was conducted at general ground here yesterday.

Altogether 129 players (80 boys and 49 girls) participated in the sports competitions and 38 players among them have been selected for district level competition.

AVP’s Upper Subansiri district unit president TN Tamin inaugurated the sports competition.

 

Yingkiong meet on traffic management

YINGKIONG, Oct 14:  A meeting in connection with the Formation of District Traffic Management Plan and its District Level Committee was held here yesterday under the chairmanship of Deputy Commissioner Remo Kamki.

The committee members discussed various issues relating to road conditions, pollution emissions, plying permits of commercial vehicles, notified area for parking places, identification for stoppage point within the Yingkiong township for commercial vehicles, awareness camps for road safety, traffic rules and improvement of road quality and connectivity.

The Deputy Commissioner stressed the need for awareness of traffic rules and regulations and disseminations of such information to all sections of people specially the young generations, so that the mortality rate due to road  accident is minimized to a great extent.

51 youths to undergo skill development training at Kolkata

ITANAGAR, Oct 14: In all 51 youths from the State are selected to undergo a six months skill development training at Orion Edutech, Kolkata of which 26 will undergo training in Beauty Sector and 25 in Hospitality along with soft skills like spoken English, communication, internet browsing etc.

The youths were selected through district level Job Mela-cum-Skill development awareness and selection rallies held in every district throughout the state.

During a briefing-cum-send off programme organized by the Department of Skill Development and Employment Generation in Udyog Sadan here today, Skill Development & Employment Generation Director, Subu Tabin along with Deputy Director K. Sharma, Assistant Director Jumbom Riba and representative of Orion Edutech briefed the youths about the training and urged them to complete it with dedication in order to find a suitable job after completion of the training.

The youths were sensitized on precautions to be taken while in train journey, essential to acclimatize in new place, food habit, security/precaution, dedication, discipline etc.

 

Governor condole death of former AG

ITANAGAR, Oct 14: Governor of Arunachal Pradesh JP Rajkhowa and First Lady Rita Rajkhowa condoled the sudden demise of former Advocate General of Arunachal Pradesh Amrit Kumar Phookon. He served as AG of the State for six years.

The Governor said that Phookon was an eminent legal luminary who was acclaimed for his understanding of the intricate legal issues.

Recalling his association with Phookon since his childhood, who also served as Advocate General of Assam for long 14 years, the Governor said that he was a very down to earth person and always put forward his views freely and frankly on socio-political as well as legal issues.

Phookon was a keen lover of sports, cricket in particular. It was through his initiative that Day and Night Cricket matches were started at Gitanagar High School ground, Guwahati, which created tremendous interest in young cricketers of the city. (PRO, Raj Bhawan)

Chief Minister Nabam Tuki has ALSO condoled the sad demise of former Advocate General of Arunachal Pradesh.

In his condolence message, CM stated that Late Phookon was a learned counsel who had thorough knowledge of the legal aspects.

He recalled the contributions of late Phookan and conveyed heartfelt condolences to the bereaved family members and also prayed for eternal peace of the departed soul.

 

Computer training institute inaugurated

ITANAGAR, Oct 14: Nyapin ADC Tatdo Borang inaugurated a computer training institute under government registered AR Multi Purpose Cooperative Society Ltd. at Nyapin/ Phassang on Monday.

Koloriang Assistant Registrar of Cooperative Society Tarh Chakum, other government officers, PRI members and GBs of Nyapin Phassang area were also present on the occasion.  

 

‘Float NIT under SSG’

ITANAGAR, Oct 14: In a representation to the state Chief Secretary today, the 20-Tali AC unit Mondal Committee of Bharatiya Janata Party has urged him to direct the ADC and Tali Division PWD EE to float NIT against repair and maintenance of Tali ADC headquarters with funds sanctioned under TFC (State Specific Grants) for the year 2012-13, at the earliest.  

 

Black-list private firm: AACS

ITANAGAR, Oct 14: The Arunachal Anti-Corruption Sena (AACS) has in a memorandum submitted to the Chief Engineer-cum-Director Urban Development and Housing today, demanded immediate black-listing of a Shillong-based private firm which had constructed the Municipal Solid Waste Treatment Plant at Chimpu in Itanagar, termination of the deed of agreement made between the GoAP and the said private firm. It called for engaging third party for proper functioning of the currently defunct plant.  

Crores of funds have been wasted away while, both the construction firm and the UD department are blaming each other for the failure of the Municipal Solid Waste Treatment Plant, the AACS said and urged the state government to allocate separate funds and special package every financial year for beautification of the state.

 

Vodafone launches faster 3G service in AP

ITANAGAR, Oct 14: Vodafone India on Tuesday has announced the launch of Superfast 3G services on its own network in Arunachal Pradesh. The India, one of leading telecommunication service providers has already launched its service in Itanagar, Bomdila and Tawang.

In a release, the telecommunication service provider claimed that 1.5 million citizens in the state will be able to experience Vodafone 3G services better than the existing speed and connectivity.

To provide high-speed mobile internet services to the customers in these areas, Vodafone has set up 50 numbers of 3G towers and continues to add more sites, a release added.

 

NYWA urges DA to minimize price

ITANAGAR, Oct 14: In its representation to Capital district administration, Nyishi Youth Welfare Association (NYWA) today appealed for minimizing the prices of essential commodities.

 NYWA added that exorbitant prices of vegetables and other edible items is making the lives of common people miserable as many are unable to afford it.

It requested the district administration to regulate it properly with due consultation of market welfare association.  The association stated that sky rocketing price is due to higher transportation charges forcing the traders to sell the commodities at higher prices.

 

Board of director for AMCS Ltd constituted

ZIRO, Oct 14: The 10th General Body Meeting (GBM) of the Apatani Multipurpose Cooperative Society (AMCS) Ltd., Hapoli was held on October 11 at Abotani Hall, Hapoli under the chairmanship of former MLA Nani Ribia after a gap of 19 years.

A New Board of Directors comprising 13 members have been constituted with Tilling Tak and Tailyang Sambyo as the chairman and secretary respectively of AMCS Ltd.

Lito Riba, Administrator, AMCS Ltd and Gyati Kobing, DRCS, Hage Komo, ARCS, Ziro also spoke in the meeting.

12th Girder span of Bogibeel

Bridge launched

ITANAGAR, Oct 14: The 12th girder of 125 meter span of Bogibeel Bridge has been successfully launched on Oct 12. There are total 39 girders of 125 meter and 2 girders of 33 meter span. Girder fabrication and assembly works are being done by specialized welded technology. The project is progressing as per schedule  with 2100 workers, welders and engineers of HCC-DSD-VNR consortium and launching of all 39 spans is likely to be completed by March 2017.

The Bogibeel Bridge near Dibrugarh with a total length of 4940 metre is the longest rail cum Road Bridge in India. The project with a total cost of around Rs. 5000 crores incorporates, apart from the main bridge, Guide bunds on the north and south banks, dykes , road network of 30 Km, rail network of 74 kms and 6 new stations including New Dibrugarh. The project is targeted for commissioning by June 2017.

Landmark decision

The government of India today took an important decision to declassify the files related to Netaji Subhas Chandra Bose. The process of declassification will begin on 23rd of January next year on his birth anniversary. This assurance came from Prime Minister Narendra Modi to the family members of Netaji who had an hour long meeting with him in New Delhi this evening. Thirty five family members of Netaji called on Mr. Modi at his residence and requested him for declassification of the files. The decision to declassify the file is a historical step and will open up one of most secretly guarded history of India.

The mystery over death of Netaji has not only caused immense pain to his family members but also to the thousands of Indians who affectionately remembers his contribution in the freedom struggle. As per the government record he died of third-degree burns on 18 August 1945 after his overloaded Japanese plane crashed. However many Indians including his family members refused to accept this report. They believe that Netaji became victim of bigger conspiracy. The declassification of files will help to unearth some of the long hidden secret about his life. Government of India should similarly declassify other classified documents. People of India has right to know about that part of history which has been kept secret from them. Union Government have made right beginning by deciding to declassify the files of Netaji.

Bandh culture and public grievances

Dear Editor,

Personally I am not in favour of bandh culture because of its worse consequences. It affects the normal life of people; particularly the daily wage earners like vegetable-vendors. Even our leaders, administrative officers and intellectuals always advocate against bandh culture as it is not a right path to bring any solution to the problems. But it is very unfortunate that organisations including student bodies are compelled to call bandh, as other ways and means of agitation like dharna, peaceful rallies, hunger strike and candle light march etc can not move the authorities towards grievances  raised by a particular organisation. The administration and public leaders should look into the public grievances before  the   circumstances compel an  organisation  to go for unwanted bandh call.

Therefore, through your esteemed daily, I would like to request the Upper Subansiri district authority to pay heed to the genuine six-point charter of demand of the All Tagin Youth Organization (ATYO) to avoid further bandh call in future.  Local administration, public leaders and even the local legislators are aware of the problems being faced by the people of Upper Subansiri, particularly the people of Daporijo for last many years, but they failed to take any initiative for solution to the genuine problems which resulted in 12 hours bandh call given by the organisation on Oct 7.

It is not possible to fulfil all the six-point demands at one go. But according to me, three demands of the organisation —installation of ATM booth each at New Market and Medical Line, Daporijo, establishment of SBI branch at Dumporijo and Nacho and improvement and proper functioning of BSNL network in Upper Subansiri  need to be fulfilled immediately.

I came to know through this daily that the organisation threatened to launch 24 hours bandh call if the authorities fail to fulfil its charter of demand at the earliest. Therefore, it is my earnest request to the authority to look into the demands raised in public interest to avoid further bandh call.

No to Hydro Electric Project

Dear Editor,

This is regarding Phanchung Hydro Electric Project over Pachi River which is being executed by CESC Project Limited, a Kolkata based power developer. The Pachi River is widely used for fishing purpose by various villages but recent Land Survey notification to execute a project over Pachi River has shocked many.

Under the banner of ‘Immediate Downstream Affected Peoples’ Forum, we have submitted various numbers of memorandums to the GoAP for scrapping of said project as well as during the last public hearing held at Pachi camp where officials of GoAP and CESC Company attended. It seems Govt is not bothered to listen to the future consequences of the affected area.

 On the other hand, officials of company has manipulated the minds of our local people by offering job opportunities,land compensation, contract works ignoring the real issue which are going to prevail in the future and affect the natural resources and people as a whole.

The inhabitants of Pachi Camp are going to be the main victims in days to come and have to sacrifice our lives and all resources if the project is executed.

Our people need to broaden their minds as there are so many examples prevailing regarding the construction of dams and countless MoU signed between Power developers and Govt of Arunachal Pradesh.

We strongly oppose the project as there is another hydro project called Tallong Londa Hydro Project which is metres ahead of Pachi Camp and submitted a memorandum against the recent Land Acquisition Survey which was conducted at various affected areas of Kapu Dada, Lochung, Tabri, Lozi, Fachang, Singhi and Pachi Camp of East Kameng Dist.

We cannot face dual projects and dual dams.

We welcome development but not at the cost of life of our local people.

We appeal the intellectual and elite people of East Kameng District to extend support for scrapping the project. Let’s say no to Phanchung Hydro Electric Project, Save River and Save Forest.

A worthy bandh

Dear Editor,

Through your reputed esteemed daily, I would like to appreciate the bandh call executed by All Tagin Youth Organization (ATYO) recently on expiry of the ultimatum given to the district authority. Since Upper Subansiri district does not have strong opposition organizations to raise against concern authority and elected leaders about need of the development progressive of the district, the role of ATYO is really appreciable.

Our concern authority never pay attention to public grievances even though we are going through many problems like bad road condition, shortage of ATM and SBI Branch at places like Nacho, Dumporijo and improper functioning of BSNL network in Daporijo township etc.

We do not have air conditions in our tokopatta huts to remain cool in summer and luxurious SUV to travel on pothole and bog roads.

To give a better look to Daporijo,it hardly needs a year. I think Upper Subansiri is the worst district of Arunachal pradesh in terms of development.

Last but not the least I would like to add that it’s very easy to say but hard to accomplish”.

Hope our beloved leaders and concerned authorities will come out from SUVs and will wake up from deep slumber.

Give salaries on time

Dear Editor,

It has been more than three months, the teachers of SSA are not getting their salary. Why the concern department is delaying the disbursement of teacher’s salary?

Since the beginning, there has always been delay in  release of salary to SSA teachers. We always have to wait for our hard earned salary every month whereas staffs of all other departments of the state are getting their salary on time.

Every month, we have to request the concern department for release of salary. But the deprtment is yet to take any concrete  action regarding regualr disbrusement of SSA teachers salary till date.   

Hence, I request the concern aturhotity to release our three months salary at the earliest possible time.

Protest rallies across Arunachal against SC verdict on Chakma and Hajong refugees

ITANAGAR, Oct 14:  Responding to the call of All Arunachal Pradesh Students’ Union (AAPSU), various students’ unions, and other NGOs today organized protest rallies in various parts of the state against the Supreme Court Judgment granting citizenship rights to Chakma and Hajong refugees in Arunachal.

Twenty-three civil society organizations of Lohit, Anjaw, Lower Dibang Valley and Dibang Valley, including Cultural and Literary Society of Mishmi, women associations, students’ organizations, PRI members and public leaders under the banner of Joint Action Committee (JAC) on Chakma and Hajong issue organized a peaceful rally at Tezu Township opposing the SC order on Chakma and Hajong refugees. They stated that the SC verdict was against the interest of indigenous people of Arunachal Pradesh.

It is reported that over 6000 protesters hit the street at Tezu.

Later, they submitted a memorandum to Lohit Deputy Commissioner Tamiyo Tatak for onward submission to the higher authorities of the Government.

The DC urged everyone to refrain from any kind of violence which may create law and order problem in the district, reported DIPRO.

Protest rally was also held at Wakro circle, where a sizeable number of Chakma and Hajong resides.The rally was organized by Cultural and Literary Society of Mishmi (CALSOM), Wakro block and I Care (NGO). Later, a Memorandum was submitted to EAC, Wakro. The rally was led by All Lohit District Students Union (ALDSU) in overall.

Papum Pare District Students’ Union (APPDSU) submitted a memorandum to the Governor of Arunachal Pradesh seeking his cooperation and necessary intervention for amicable solution to the Chakma and Hajong refugee issue.

The union said that Chakmas and Hajongs refugees were given shelter in the State during 1964-1969 in an arbitrary manner and without taking consent from the local indigenous peoples of the area. It was done by violating all the principles and legal provision of the Constitution of India to safeguard the indigenous people of the State, APPDSU said.

“The land and people of the state of Arunachal Pradesh are being safeguarded under various provisions of Bengal Eastern Frontier Regulation (BEFR) of 1873.  Under this Regulation, non Arunachalees are barred from property rights and settling down in the state, the union said.

By giving a verdict in favour of the refugees, the SC has simply overlooked the sentiment and rights of the indigenous peoples of the state, who are safeguarded by the BEFR and various other Acts and regulations, the APPDSU added.

Earlier, the union organized a protest rally against the SC verdict and termed the judgment as unacceptable and derogatory.

A similar protest rally was organized by All East Kameng Students Union (AEKSU) today against the Supreme Court judgment.

Over 1200 protesters, including representatives from various NGOs, students and general public joined the rally initiated by All Arunachal Pradesh Students’ Union.

Later, AEKSU submitted a representation to the Deputy Commissioner.

Upper Subansiri District Students’ Union and All Tagin Students Union also jointly organized a peaceful rally in protest against the verdict of the SC at Daporijo.

Students from Hr. Secondary School and some private schools including members of students union took part in the rally shouting slogans, holding placards and banners against the verdict.

At Koloriang, All Kurung Kumey District Students' Union along with Koloriang, Damin, Parsi Parlo and Sarli Students' Union (KDPPSSU) and Nyopin, Nyobia, Sangram and Phassang Students' union (NNSPSU) organized the protest rally. A large number of students from various schools participated in rally to protest against the Supreme Courts' verdict granting citizenship rights to Chakma and Hajong refugees.

A memorandum opposing the SC verdict was submitted to the Kurung Kumey Deputy Commissioner, wherein some local issues relating to Chakmas and Hajongs refugee were also included.

 

 

Raj Bhavan silent on CM’s proposal

ITANAGAR, Oct 14: The political turmoil in the state has further deepened with role of Raj Bhawan coming into prominence, following the delay by the Governor in acting on the Chief Minister’s recommendation on dropping four ministers from Nabam Tuki’s council of ministers.

On Oct 6, Chief Minister Nabam Tuki had recommended name of four ministers to be dropped from his cabinet, following rebellion against him.

The Governor JP Rajkhowa’s reluctance to act on the recommendation of the Chief Minister to drop the four cabinet ministers, prompted Nabam Tuki to call on him today. The details of the meeting are not known but political analysts say that it is unlikely that Governor will further delay in accepting the CM’s recommendation.   

When contacted, Dr Nani Bath, a prominent political analyst of the state and Professor of Political Science, Rajiv Gandhi University, informed that constitutionally, Governor cannot refuse the recommendation of Chief Minister.

“It is the prerogative of Chief Minister to drop or appoint any minister. The Governor cannot stop it. Some of the Governors do take some time to study such recommendations but ultimately, they will have to accept the advice of Chief Minister,” said Dr Bath.

On the other hand, the delay has prompted some to question the role of Raj Bhavan.

 “This is the first time in the history of Arunachal; such kind of instance is being witnessed. It is a complete violation of the provision of Article 164 of Indian Constitution under which Governor on the advice of the Chief Minister appoints ministers,” said a political insider.

Along with the Raj Bhavan, the ruling Congress Party as well as BJP has maintained complete silence at the recent political development.

 

 

City Police intensify checks, weapons seized

Itanagar, Oct 14: City Police has said that overall law and order situation in the Capital Complex is peaceful but it has intensified patrolling and additional security forces have already been deployed.

The security force along with Magistrates are performing regular patrolling and Naka checking, especially at night hours to instill sense of security in the minds of common citizen, said Capital Police Chief Devender Arya. He appealed to the general public not to pay heed to rumour of possible law and order problem. A huge number of weapons like dao, knife, and firearms have been seized by the Capital Administration so far which are being handed over to the respective police stations.

An order was issued by the District Magistrate Itanagar Capital Complex on 9th October banning carrying of weapons by any person/ persons with them or in their vehicle for a period of fifteen days or until further order.

Lalu Taku, Kojum Taba steals the show

at CWC, wins six medals

ITANAGAR, Oct 14: A day after Jimjang Deru created four Commonwealth weightlifting records, compatriots Lalu Taku and Kojum Taba made the country and state extremely proud by winning three gold medals each in their respective weight categories in the ongoing Commonwealth Weightlifting Championship at Pune, Maharashtra on Tuesday.

Taku clinched the gold medals in snatch, clean & jerk and in total lift. He lifted a total weight of 282 kg (snatch- 125, clean & jerk- 157 kg) and defeated his nearest rival Bellemarre from Canada, who lifted a total 257 kg (snatch- 117 kg, clean & jerk- 140 kg).

Kojum also bagged gold medals in all the three categories—snatch, clean & jerk and in total lift. He lifted 133 kg in snatch, 163 Kg in clean & jerk (total 296 kg) in Under 77 kg weight category.

Another Indian lifter Ajay Singh came second in this weight category, who lifted a total of 290 kg (santch-130 Kg +clean & jerk 160 kg).

The bronze medal in this category went to Lark Lao Wing Thai of Australia.

On the other hand, it was heartbreak for Sambo Lapung, who despite lifting 120 kg in snatch section failed to clear the clean & jerk of 152 kg during his third consecutive attempt.

 

 

ABK ratifies modified Roman script for Adi language

ITANAGR, Oct 14: Adi Baane Kébang (ABK) has ratified the modified Roman script for Adi language in its general body meeting held here yesterday and called upon all writers in Adi to use the modified script for popularizing it among the people.

ABK President Kangir Jamoh while announcing the decision said that the Modified Roman Script for Adi which was jointly adopted by Adi Agom Kébang and Mishing Agom Kébang on November 17, 2013 at Gogamukh. He urged all sections of Adi society to extend support to the modified script and use it henceforth in their writings.

The Modified Roman Script for Adi consists of all the existing 26 letters of Roman script besides adoption of one diacritical mark to represent mid central vowels and high central vowels and colon (:) to represent long vowels which exist in Adi language. The basic criteria of adopting the modified script are based on the principle of International Phonetic Association (IPA) which researches different world languages and offers advisory on scientific development of languages. With the adoption of the two new marks, all 14 vowels of the Adis can be effortlessly transcribed.

Bodong Yirang, Secretary General, appreciated the endeavor of Adi Agom Kébang in finding a common script with the Mishings based on scientific principle and expressed hope that with this landmark the language and literature of the Adis would take a great leap forward. He urged all members of the community to sink their differences and advised the Adi Agom Kébang to use the modified script in textbooks from the next academic session.

Nini Pertin, President, Adi Agom  Kébang and Obang Tayeng, General Secretary, ABK expressed the hope that the effort of the language society represented by AAK would bear fruit and help in enriching their literature in the years to come.

 

 

State financial health is fine, says Dept.

ITANAGAR, Oct 14: The finance department stated that it has already released state share for critical social sectors such as health and education, rural development, disaster management and other departments as committed by the Government.

Further, the payment of salaries and wages of all the state government employees is being paid on time and the state is fully geared to implement the budget announcements made by Chief Minister and departmental schemes to ensure that the fruits of development reach all sections of the society, it added.

In a statement, finance department stated that at the end of last financial year 2014-15, an amount of Rs. 1406.85 crores was deposited in civil deposit. But during the current financial year till 30th September 2015, finance department has already released Rs.983.55 crores. Out of this total release, Rs. 684.66 crores have been released to the works departments.

Finance department is releasing funds under Part-II, III and V and civil deposits proportionate to the physical progress of the works executed by the departments on receipt of proposals. It is expected that by the end of 31st December, 2015 all such funds shall be released to the department subject to physical progress, the statement added. (PRO, CM)

 

 

Prepare rural resource map: Negi

ITANAGAR, Oct 14: During a meeting to constitute State and District Level Steering Committee on "Integrated Livelihood Promotion in Arunachal Pradesh-Phase-I” as specified in the Memorandum of Understanding (MoU) signed between the Government of Arunachal Pradesh and the Tata Trusts, Chief Secretary Ramesh Negi stressed that a resource map would be helpful to understand the availability of resources at the village level where the beneficiaries can get maximum benefit.

He further emphasized the importance of food production, especially maize as well as poultry farming which does not require much resources and investment.

The Chief Secretary directed the functionaries at the districts to extend all possible assistance towards NEIDA/Tata Trusts during the implementation of the project.  The Commissioner, RD and PR Indra Mallo stressed the importance of piggery development in the state. With value addition, pork products such as sausages, bacons and meat packages can be marketed even outside the state, she said while adding that mechanized units for meat production can also be managed by the SHGs for sustainability.

Meanwhile, RD Department will coordinate the operation of the MoU that was signed between the State Government and the Tata Trusts.

Thembang build up for WHS tag

THEMBANG, Oct 14: In yet another step towards achieving the coveted World Heritage Site (WHS) tag for Thembang Fortified Village, a Public Awareness and Sensitization Campaign was organized here yesterday.

Secretary Research and Cultural Affairs Dani Sulu said that the process for getting the coveted tag was a long and tedious one which required joint and concerted effort from all sections of people of Mon region.

Emphasizing methodical preparation of various crucial technical areas including that of the Dossier, Master Plan and demarcation of the core and buffer zones, Sulu requested the District Administration and the WHS Local Consultative Committee (LCC) to prepare these ground works on an early date to seek necessary steps for carrying out physical renovation works of the designated site. He however categorically said that WHS as a whole should address the needs and concerns of the local people.

Explaining the aims and objectives of the campaign, Research Director Batem Pertin appealed for whole-hearted support of the locals to achieve the coveted tag. He also assured that the department would give its full support in the endeavour and advised the local people to give local traditional flavor in the designs and architecture of their buildings using locally available materials.

Highlighting loss of originality and aesthetic touch in the modern building structures of today including the renovation works carried out in the famed Tawang Monastery, former Research Director and WHS State Consultant Dr. Tage Tada advocated maintaining ‘Monpa originality’ of the historical site. Describing details of the benefits of the WHS tag, Dr.Tada pointed out that it would immensely boost tourism and generate self-employments to youth not only of Dirang/Thembang circles but that of entire West Kameng and Tawang Districts also.

Appreciating the joint and concerted efforts of the local people in build-up of the movement, former minister Tsering Gyurmey advised them to come up with the concept of ‘Home Stays’ with local aesthetic tastes to attract more tourists to the historical site. Highlighting that Monpa civilization was very rich and strong culturally, Gyurmey said that a time would come for all to fall back on their villages to escape the crowded cities and towns and appealed the local denizens to pool in their efforts together to make this WHS dream come true and their villages cleaner and safer.

Lamenting the slow pace of the movement that had kick-started in 2012, Thembang Zilla Parishad Member and LCC member Jam Tsering urged the department to expedite the nomination process and assured more support by the locals for the cause.

Informing that local legislator Phurpa Tsering who was out of station, is also keen and enthusiastic about the project, Dirang Additional Deputy Commissioner Dagbom Riba advocated more similar campaigns in days ahead and urged for preparation of a comprehensive Detailed Project Report of the site to renovate and beautify it emphasizing prominently on replacement of CGI sheets and renovation of the drainage system among others.

The day-long campaign also comprised Power-Point Presentations by Research Deputy and Assistant Directors Bulton Dutta and Pura Kojee, deliberations by members of the WHS LCC, an extensive open-house panel discussion followed by lunch at Thembang community hall.

 

 

Priority ration cards to replace BPL ration cards

PASIGHAT, Oct 14: “Priority Ration Cards will replace the below poverty line (BPL) ration cards when new ration cards under National Food Security Act (NFSA) 2013 are rolled out in the state (subject to government approval) from December one next and all families with income less than Rs one lakh per annum will get benefits under the scheme.

The eldest woman above age 18 years in the family will be the owner of the ration card and the families will get rice @ Rs. 3 per kg, per month, informed DF&CSO Bijoy Pertin while holding a consultative meeting in his office chamber with the councillors of Pasighat Municipal Council.

Adhar card and bank account number will be necessary for Priority Ration cards, Pertin said and appealed to the eligible beneficiaries to submit it to the civil supply office or to their respective ward councillors.

According to SDF&CSOs Topar Mize and Naku Padung, the scheme will cover 51.5% urban and 66.31% rural populace in the district. The software supplied by Beacon Analytic, Pvt Ltd under e-PDS was found defective and substandard for which initially the department will start the process manually.

While attending the meeting, PMC Chief Councillor Denong Tamuk advised the councillors to carry out massive awareness campaign in their respective wards for larger interest of the people and urged the DF&CSO to open new Fair Price Shops in GTC and Solung ground areas to fulfill the long-felt demands of the people. West Kameng Indigenous festival to promote communal harmony and Swachh Bharat

ITANAGAR, Oct 14: The second edition of West Kameng Indigenous Festival 2015 will be held from Nov 22 to 24 with triple themes such as communal harmony, Swachh Bharat Abhiyan and Environmental Awareness.

This was informed by West Kameng Indigenous People Society (WKIPS) General Secretary Phassang Dingla in a press conference held at Press Club here this afternoon.

“The Indigenous Festival is a platform to showcase the traditional and cultural values of Aka, Miji, Monpa, Sherdukpen, Bogun and Sartang”, he said.

Dingla further informed that the objective of the festival is to spread brotherhood and communal harmony among the tribes besides preserving age-old traditions of each of the tribe.

While announcing the date of festival officially, the festival committee disclosed that this year, the colourful event will also emphasize on sensitization of total sanitation and forest preservation.

“This year we are trying to celebrate Indigenous festival in unique way, beside message of cleanlier and greener environment”, Dingla added.

 

 

CC roads and pavements construction

KHONSA, Oct 14: The construction of CC roads and Pavements is going on in full swing in the colony roads of Khonsa Township, the headquarters of Tirap district. The scheme is being efficiently implemented by the state PWD, Khonsa which was sanctioned under SPA during the financial year 2012-2013 and 2013-2014.

The total length of road under this scheme is about 8 km and will cover all the colony roads in the Khonsa Township. The work on this scheme was supposed to start last April but due to the incessant rains up to August the work could not kick-start. However, PWD is working round the clock to take full advantage of the dry months and compensate the lost time due to the long spell of rainy season.  

The pace of work has increased dramatically and the quality of work is not compromised thanks to constant monitoring by the district administration and the concerned department.

The sounds of men and machines reverberate through the nearby hills and mountains at the sleepy little Khonsa Township from the wee hours of the morning till late in the evening. This is indicative of the fact that the department is taking the work with a greater degree of seriousness which augurs well for the department and the residents.

In the meantime, Tirap Deputy Commissioner Ravi Jha has asked the PWD not to compromise on the quality of work and assured all possible help and assistance from the district administration vis-à-vis timely completion of the CC roads and Pavements in the interest of the residents of Khonsa.

When contacted the Executive Engineer of PWD SK Badiyala told this reporter that the work is slated for completion in the coming March provided there was no rains. He said that construction of CC roads and Pavements required dry months as rains damage the CC roads when they are newly laid. Badiya further said that running of vehicles on the freshly laid CC roads was the biggest problem the department was facing. This is due to the lack of alternative roads, he concluded. The residents of Khonsa have seen enough of deplorable Township roads.

Hopefully, on completion of this scheme the residents can breathe a sigh of relief and drive on the silky-smooth CC roads. They will happily buy new cars to drive on these new roads without much fear of damage to their cars like before. However, the residents of Khonsa Township must extend their fullest cooperation to the PWD by removing their private garages, ghumtis and other structures and respect the right of way. They should also respect the strictures issued and displayed by the department not to use the roads when the CC road construction is going on. The PWD is doing a great job and the Executive Engineer is supervising the work personally to ensure that the guidelines and technical specifications are maintained. It goes without saying that any Town sans good roads is not a good Town.

Intensive training on rubber tapping held

RUKSIN, Oct 14: With a view to enhance practical knowledge for production of quality rubber latex, Rubber Board India (RBI), Itanagar regional office conducted an eight-day training on ‘Tappers Intensive Skill Development’ at Debing village under Ruksin Field Station, which concluded today.

The training programme concluded with ‘field demonstration’ and practical training on rubber tapping and procedures of latex collection by  Pranab Musahari  from Guwahati Zonal Ofice of the  RBI.

Attending the  programme Assistant Development Officer (ADO) of regional RBI office, M. Kesavan Unni urged the rubber growers to gain knowledge on plantation and management of rubber gardens for quality rubber production.

Stating that the RBI has been providing all technical feedback and subsidy benefits to the rubber growers, the ADO suggested the farmers to take necessary guidance from the departmental officials.

Ruksin Field Officer of RBI, Ranjit Dutta also explained various aspects of rubber cultivation during the eight-day training. He suggested the farmers to cultivate hybrid varieties to ensure higher yielding of rubber latex.

A total of 15 rubber cultivators of Debing village including head GB, Yon Yomso, ASM Kaling Moyong, GPM Orik Moyong and others participated the training programme.

The Ruksin field station covering Nari and Likabali area along Assam-Arunachal border is an important site of rubber cultivation in Siang Valley. About 1,200 hectares area in the foothills and plain sandy land has been brought under cultivation so far.

 

 

Leaders camping at Delhi should return: Sidisow

ITANAGAR, Oct 14: PHED & WS parliamentary secretary Kumsi Sidisow today appealed to the leaders camping at Delhi to return to the state and work for common development as the work season in Arunachal Pradesh has started.

“The unprecedented rainfall season this year in our state has limited the work season. I appeal to all our colleagues to return to the state and resume work for the welfare of the state and its people,” Sidisow said.

Stating that funds for developmental initiatives which were earmarked in the recently concluded Legislative Assembly have been approved by the State Development Council (SDC), the PS said “This is not the right time to play politics but to take some concrete action for the state’s welfare”.

“It is but natural to have differences in a family, but we can always sit together and hammer out the differences. We are responsible to ensure public welfare ultimately,” Sidisow said, without fully admitting to the in-fighting between Congress leaders of the state.

Sidisow, a former AAPSU leader, also appealed to people from all walks, including leaders of different political parties, to be united in fighting common problems such as the recent Supreme Court verdict on granting of citizenship to Chakma and Hajong refugees, and the signing of an undisclosed agreement between the NSCM-IM and the Centre.

“Time has come for all of us to sit together, irrespective of party affiliation, and work towards common goals,” he added.

 

 

Lower Dibang Valley farmers trained

on Groundnut production in Gujarat

ITANAGAR, Oct 14: A team of farmers from Lower Dibang Valley District, after successfully completion of five days hands-on training from Sept 20 to 24 on Improved Groundnut Production under Tribal Sub Plan at Director of Groundnut Research, Junagadh, Gujarat have landed back in the district safely.

24 farmers selected from different villages of the district was accompanied by Lining Tamut, Farm Manager, KVK.

Dr. Ratnakumar, Principal Scientist & In-charge of AICRP  programme recommended some varieties of Groundnut suitable for  Arunachal Pradesh (NER) and assured to provide  5 varieties of Groundnut  seeds for taking up on farm trail at KVK Farm by end of November 2015.

Eminent scientists of the institute spoke on various aspects like prospect and potentiality of groundnut cultivation in Arunachal Pradesh, improved varieties like ICGS-76, ICGS-12 and Girnar-3 recommended for Arunachal, pest and diseases management, nutrient management, afllotoxins, harvesting, storage and marketing strategies etc.

The farmers were also imparted hands-on knowledge through visits to various    fields at Menderna and Una areas as well as institutional farm, groundnut export industries and APMC, different departments, Technology Park and museum. They also gained knowledge on improved polythene mulching, DRIP irrigation, improved farm implements.

During the inaugural day, the Director of the premier institute, Dr. T. Radhakrishnan welcomed the farmers and appreciated the efforts made by Dr T.J. Ramesha, Programme Coordinator, KVK,  Lower Dibang Valley for   meticulous planning and executing of the training programme.
